What it is

Wicomico has a split government: an elected County Executive who runs the administration, and a County Council that legislates and provides oversight. The charter routes formal communication from the council to the executive branch through the County Executive.

This would keep that rule for formal communications while stating that council members and council staff may contact executive-branch officers and employees directly to ask questions or get information.

What your vote does

A vote FOR

Formal communications still go through the County Executive, but direct contact with staff for inquiry and information is expressly allowed.

A vote AGAINST

The current formal-communication requirement stands without that clarification.

A revision of the Charter of Wicomico County to require formal communications from the Council to the Executive Branch be addressed to the County Executive, unless for the purpose of inquiry or information, which will allow members of the County Council and Council staff to communicate directly with officers or employees of the Executive Branch.

A vote in favor of the question clarifies that the County Council and Council staff may directly communicate with officers and employees of the Executive branch for the sole purpose of inquiry or information.

A vote against the question maintains the requirement that all formal communications from the Council to the Executive Branch shall be addressed to the County Executive.
