Registration, early voting and the district map

Two candidates are on the District 3 ballot.

A third, Lavonzella "Von" Siggers, filed as a write-in on August 7 and withdrew on August 17, 2026. She is no longer a candidate, and a write-in vote for her would not be counted, so she is not listed below.

Board districts follow the county's councilmanic districts, which were redrawn for 2026 — so check which district you are in before you vote.

What this office does

The Board of Education governs Wicomico County Public Schools. It hires and evaluates the superintendent, sets system-wide policy, and adopts the school budget request that goes to the County Executive and County Council — who fund it, but do not run the schools. Members serve four-year terms.

Board seats are non-partisan: candidates appear on the ballot without a party label, and everyone in a councilmanic district votes for that district's seat regardless of their own party registration. There is no primary unless more than two people file, which is why these races do not appear in the June primary results.

Emanuel Fletcher, III

Non-partisan

Progressive Maryland has endorsed him.

Neither of this cycle's candidate questionnaires covers this race: the Baltimore Sun and Capital Gazette's voter guide does not include Board of Education contests, and the League of Women Voters' primary guide omitted board races that had too few candidates to appear on the primary ballot. No statement of their priorities in their own words has been located.

Howard F. Travers, Jr.

Non-partisan

Travers is a Salisbury native and a product of Wicomico County Public Schools. He holds a bachelor's degree in organizational leadership and two seminary degrees, and is an ordained Assemblies of God minister. He has served nearly forty years as a chaplain — law enforcement, correctional, hospice, hospital and fire — across Wicomico, Worcester and Somerset counties, and is the founder and lead pastor of Nu-Lyfe Church in Salisbury and founder of Witness International, a criminal justice and recovery ministry. He also coordinates Worcester County Meals on Wheels.

His campaign runs under the slogan "Invoking Excellence in Education" and lists eight goals. The recurring themes are student achievement in District 3, setting board policy that matches the system's stated vision, and fiscal responsibility in managing the school budget. He says he wants to advocate for a public school system "that is the envy of surrounding counties", to engage specifically with District 3's minority community to check that the schools are meeting every student's needs, and to remove barriers to learning by making sure the resources are there. He frames the classroom goal as high expectations, effective teaching, equity for all students, and a place for technology.

He commits to leadership, integrity, community engagement, advocacy and financial responsibility as the standards he would hold himself to on the board.

Travers also ran for the Republican Central Committee in the June primary and was not among the nine elected. Board seats are non-partisan, but the party role is a matter of public record.
