Registration, early voting and the district map

Two candidates have filed for the District 7 seat. David Plotts has held it since 2022, when it was numbered District 4, and is defending it.

Board districts follow the county's councilmanic districts, which were redrawn for 2026 — so check which district you are in before you vote.

What this office does

The Board of Education governs Wicomico County Public Schools. It hires and evaluates the superintendent, sets system-wide policy, and adopts the school budget request that goes to the County Executive and County Council — who fund it, but do not run the schools. Members serve four-year terms.

Board seats are non-partisan: candidates appear on the ballot without a party label, and everyone in a councilmanic district votes for that district's seat regardless of their own party registration. There is no primary unless more than two people file, which is why these races do not appear in the June primary results.

Kenisha LeCole

Non-partisan

LeCole was elected to the Democratic Central Committee in the June primary, with 3,572 votes. Board seats are non-partisan, but the party role is a matter of public record.

Her campaign runs under the theme "Lead by Purpose, Guided by People", and presents her as an advocate for students, a parent, and a voice for equity.

It names three priorities. Academic excellence: access to high-quality education and resources for every student. Community partnership: stronger connections between schools, families and community organisations. Innovation and growth: forward-looking approaches meant to prepare students for what comes next. She says she wants to champion students, teachers and families across the county.

Neither of this cycle's candidate questionnaires covers this race.

David Plotts Incumbent

Non-partisan

Plotts is the incumbent, and the only one in any Wicomico board race this year. He was elected in 2022 for what was then District 4, renumbered District 7 in the redistricting, and the board chose him as vice chairman in 2024 and 2025. He sits on its audit committee and school health council, and on the Maryland Association of Boards of Education's budget committee.

He is Vice President of Finance and Administration at the Community Foundation of the Eastern Shore, a lifelong county resident and a James M. Bennett graduate. He and his wife Ashlee have four children in the county's public schools.

His platform leads on literacy and mathematics — evidence-based reading instruction and a curriculum matched to Maryland's new standards — alongside expanding STEM, career and technical education, and the arts, including the Fine Arts programme at Wicomico Middle. He wants smaller classes through more teachers and more classroom space, and learning environments that suit neurodivergent students.

On student wellbeing he proposes trauma-informed practice, sensory-friendly and calming spaces, and community partnerships for wraparound services. For staff he argues for competitive pay, professional development, and cutting the administrative load on teachers. He supports the Educational Facilities Master Plan for aging buildings, and promises continued fiscal transparency in budgeting plus regular town halls.
