Shanie Shields is the only candidate on the District 1 ballot. She won a contested Democratic primary, and no Republican filed for the seat, so barring a write-in campaign this race is already decided.
She is the sitting council member for District 1 — one of only two current members seeking a council seat this year.
This is the first county election on the new council map. Wicomico previously elected five district members plus two at-large members chosen countywide; it now elects seven single-member districts, under a federal consent decree settling an ACLU lawsuit that argued the at-large seats diluted Black voting power. Check which district you are in before you vote — it may not be the one you voted in last time.
What this office does
The County Council is Wicomico County's legislative body. It passes local bills and resolutions, approves the county budget submitted by the County Executive, confirms appointments, and provides oversight of county departments. Members serve four-year terms.
Recent council business gives a sense of the work: emergency legislation creating oversight of the county nursing home, the annual budget and its tax rate, land-use and annexation questions, and the county's mobile home park tax.

Shields won the Democratic primary with 723 votes to Bernadette C. Cannady's 391 — 64.9 per cent. No Republican filed, so she faces no major-party opponent in November.
She currently represents District 1 on the county council.
She did not complete either questionnaire put to candidates this cycle — the Baltimore Sun and Capital Gazette's before the primary, and the Salisbury Daily Times' in September, which named her among those who did not take part. No statement of her priorities in her own words has been published this cycle.
