Barry S. Beauchamp and Josh Hastings are the two active candidates listed by the Maryland State Board of Elections for House of Delegates District 38B.

Beauchamp is the sitting delegate. Hastings is a sitting Wicomico County Council member. Both were unopposed for their party nominations in the June primary.

What this office does

The House of Delegates is the 141-member lower chamber of the Maryland General Assembly. Delegates serve four-year terms and, together with the Senate, pass state laws, raise revenue, appropriate money for state services, consider the state operating and capital budgets, and oversee executive agencies.

Maryland has 47 legislative districts. Each district elects one senator and three delegates, with some districts divided into single-member or multi-member delegate subdistricts. District 38B elects one delegate.

Barry S. Beauchamp Incumbent

Republican

Beauchamp was unopposed for the Republican nomination and received 1,826 votes in the June primary.

He is the sitting District 38B delegate. The Maryland General Assembly says he has served in the House since September 10, 2024 and is a member of the Appropriations Committee. His official legislative biography also lists service as a volunteer firefighter, EMT and assistant chief with the Salisbury Fire Department, and identifies him as the owner and CEO of Beauchamp Brothers Construction and a licensed real-estate agent.

His campaign organizes its platform around three priorities: affordable housing through infrastructure change, protecting farmers and watermen, and advocating for small businesses. The campaign specifically links water-and-sewer investment to expanding homeownership and says it wants to protect farmland, the fishing industry and locally owned businesses.

Josh Hastings

Democratic

Hastings was unopposed for the Democratic nomination and received 2,159 votes in the June primary.

He is a sitting Wicomico County Council member representing District 4. The county's current Council page lists him as a member, and an official county biography says he was first elected in 2018. His campaign describes him as a lifelong Wicomico resident and business owner with a background in land-use policy, agriculture, conservation and nonprofit leadership.

His campaign priorities include job opportunities, stronger and safer public schools and higher-education opportunities, more housing, a lower cost of living, better access to health care, broadband and transportation, protection of natural resources, and fairness and opportunity. The campaign calls for public water-and-sewer investment to support housing, more in-state energy production, support for farmers and voluntary conservation practices, and state help for local sewer, waterway and infrastructure work.
