Candidates

Listed alphabetically by surname. Each summary is written only from the official record and the candidate's own campaign material — never from what anyone else says about them. Other coverage is listed under each candidate and labelled by what kind of source it is.

Kathy Cater

Non-partisan

Cater's campaign says she has 30 years of experience in education, including work as a classroom teacher, conflict-resolution liaison and administrator, with 16 years as an assistant principal at Stephen Decatur High School. Her campaign biography also lists earlier administrative and teaching work in Wicomico County schools.

Her stated priorities include secure school facilities and a School Resource Deputy in every building; recruiting and retaining staff with competitive salaries and professional development; expanding Advanced Placement, dual-enrollment and Worcester Technical High School opportunities; directing funding toward classroom needs; maintaining small class sizes; and using achievement data to guide support and accountability.

These priorities are taken from Cater's campaign site and are presented as her positions rather than as CivicBury's assessment of the school system or the proposals.

Jackie Cutlip Incumbent

Non-partisan

The County Commissioners appointed Cutlip to the Board of Education on December 17, 2025 to complete the District 6 term through November 2026 after Katie Addis resigned.

Worcester County Public Schools said at the time that Cutlip was the mother of three WCPS students or recent graduates and had been involved with the school system for more than 13 years. The appointment announcement lists PTA leadership, school-improvement committees, a countywide school-safety committee, two superintendent-selection committees, and volunteer coaching among her school and community work.

Cutlip's campaign says her priorities are school safety, teacher support, academic excellence, accountability, parental input and consistent discipline. It says she has worked on school-safety issues since 2013 and points to School Resource Deputies and secure-entry systems among the measures she supported.

The final paragraph reflects Cutlip's campaign positions, not an independent assessment of those policies.
